Definitely Pusan!
Go to the Jagalchi market and try a Korean sushi, if you like.
Pusan is a more fun and interesting place to get around.

Busan.
You can enjoy the milder climate, beaches, nightlife and great food in Busan. Really, tourists don’t go to Incheon so this question is very easy to answer.
